Watcher list is not auto populate

We have found that when we try to add a "watcher" to an issue, that the auto-population of the users when typing in the name does not work.

What do we need to do to fix that?

Check that the user trying to select watchers has the "can browse user" permission. It's limited by groups in the Admin -> Global Permissions screen (most places keep it simple - allow everyone, allow no-one or have a dedicated group for it)
