Ways to import attachments to issues from one instance to another

I have been exporting CSV files, and performing CSV file import to another instance, and mapped all the fields but it seems bit difficult to import attachments.

Is there an easier way to import the attachments to the related issues?

Would like to avoid writing scripts/code for the same!
