If you are referring to the Release Tracks feature, it doesn't appear that notifications are sent via email.

it is mentioned that when an app is on the Bundled track, we email you every month with the future app changes and the date your app will  receive them

 I would like to clarify 

 To whom are these monthly emails sent?

 Do they include details of the exact bundle changes in email such as new features, updates and their impacts in the instance ?

You are absolutely correct! I completely missed that statement in the documentation.

Unfortunately I don't know the answer to your question. I would assume that Organization Admins at least receive the information. It would be logical for Product Admins to receive the information. But I don't know that for a fact.

I recommend that you open a Support Case directly with Atlassian to ask that question.
