We are using Version 3.3, so i cannot see an option for appropriate filters to fetch the report .

We need to extract reports - pie charts, etc of the no. of tickets created on monthly and daily basis. Not having clarity on where to and how to apply filters.

You're going to have a hard time getting help with a release that old. I suspect you're going to have to create filters, export to excel, and create reports from the data. I've been working with JIRA since early 2007 and can't remember what was/wasn't available as included reports.
