we checked firewall und logs with Wireshark. Always when we want install an APP . We get the Error "Problem beim Zugriff auf die Datei Jira Workflow Toolbox." This means no "Problem accessing Jira Workflow Toolbox file" . This is example if we want install "jira Workflow Toolbox. What can this be ?

for our better understanding: do you install an App directly via marketplace (in other words, it is fetched from internet then) - OR - did you previously downloaded the installation file to your local hard disk and then install it manually via marketplace.
The former could be problematic if there is some kind of network connection issue. The latter could be failing if the installation file is corrupt (due to incomplete download or such).
As Kurt said a look into logfiles could give some more details.

any chance that you have some additional information / stack traces from the log files while trying to get the 3rd party app from the marketplace
