We have Ubuntu 16.04 with old Jira Version. What is to migrate to get new Ubuntu with newest Jira
Is there any Doku ? We have Server Version

the question is two-folded.
1) Upgrading Jira - Nic has already linked the documentation
2) Moving to a different server (in case you decide against upgrading the current Ubuntu installation)
For moving the installation is is quite easy, you would need to transfer the Jira installation directory + Jira Home directory to a new server.
This makes sure you will catch the installation files and also the home, which includes attachments, plugin directory, caches and so much more.
From a personal view - I would do both steps on two distinct days. Main reason is that you can determine where a problem arises from if something should not go 100% during the specific maintenances.
A last thought on why there is not anything for moving over to a new server might be touched from documentation - I think because it is more of a basic todo and it might be different as per platform. For a linux based system I would probably scp/rsync the beforementioned directories, make sure the permissions on directory are correctly set and start Jira.
In any case (upgrade and move) testing on a lower environment first is a good idea!
The process could be more complicated if the database is running on the very same server that should be moved, then you would also need to dump the database, restore the dump on the new server - but in many scenarios the database is on a dedicated database host, and then you can neglect this step of course.

For Ubuntu, yes, either install a new one, or use the upgrade tools built into your current one to do the distribution upgrades on the current machine.
