This question is in reference to Atlassian Documentation: Using JIRA on a Mobile Device

We have an in-house installation of JIRA. Can we access thsi in-house instance via the JIRA mobile app?

Yes, but it demands that the device have connectivity to the JIRA instance, so if your mobile devices are on GSM/GPRS you will need an outwards facing JIRA to reach it through internet. If you on the other hand have the devices connected to the internal wifi, and this wifi has access to JIRA, sure this will work fine.
