yes, you can do that. Basically, you need to take the xml backup of JIRA instance X and then transfer the xml file to JIRA instance Y and then login JIRA instance Y and use project import feature to choose the project you want to import. Before that you need to have the configuration to be replicated so the project import will go smooth. For more info see these links;
