We need a dashboard to list all the tickets and test cases (Zephyr scale) to ensure the tickets count which does not have any test cases.
There are some limited JQL functions you can use if you're using the Cloud version of Scale. I've posted a link to the relevant help page below.

But I think you will struggle to do what you want. Scale is better designed to operate in the other direction: test cases linking to Jira issues - it's not so great the other way around. I've posted a further link below to the Scale user forum where you can ask these questions and get answers from users of the system.

The key to a good dashboard is the issue filter/s behind its gadget/s.
So if you can come up with search (JQL) that lists all the relevant issues, you're half way there.

Hi @David Friedrich For example in a sprint there are 25 stories and team has created test cases using Zephyr scale plugin for example 20 stories and rest five stories yet to start in which dashboard we can track. I have written JQL and able to get dashboard for the tickets assigned to testers but not able to find how many have test cases

Ok, according to their own website, Zephyr scale for cloud does not yet support any JQL functions:

But they have it on their roadmap.
On Data Center / Server their is a special JQL function that looks for test case coverage.
I recommend to open a support request directly with the vendor for further clarification if there is any workaround:
