We need few groups to be managed by Project leads. Earlier there was addon available like group manager by OnResolve but now there is nothing like that. Due to this we are unable to provide functionality to Project leads to manage their project groups in

Earlier there was addon available like group manager by OnResolve but now there is nothing like that.
Due to this we are unable to provide functionality to Project leads to manage their project groups in terms of addition and remove of group members and they have to dependent on us.

This is exactly what Roles are for.  Change your permissions so that they say things like "Browse: role (users)" and then your Project Leads can add/remove any user (or group) directly into the project.
