We need to make mandatory Testcase ID custom field during resolution based on the values of another custom field Regression test case [Yes/No] dropdn 

If we select Yes Testcase ID should be made mandatory during resolution

How to achieve this could you pls help on this.

In order to have this kind of dynamic required fields you need a plugin.

Examples of plugins that can do it are Jira Suite Utilities, Jira Misc Worklfow Extensions and scriptrunner.
They will allow you to add validators on you workflow transitions.
