Weirdly some users got deactivated after data migration

We have two almost identical systems for test and production. Test gets updated with Prod data every once in a while. Pretty standard! 

Last time, we noticed that after migration (which consisted of pointing the  server to an up to date database and copying jira and jira-home over) some of the users have gotten deactivated after the boot. This has never happened before! 

There doesn't seem to be any particular pattern for which users are affected. Although we can manually re-activate those users, we would like to understand why this happened. We checked all the audit log, jira logs and security logs and there is nothing out of ordinary. No sign of an error or manual intervention.
