What File encoding should be used when importing issues for text fields with bullet points, etc?

Hi there,

I am trying to import Jira new issues where the Description text has bullet points, apostrophe, etc. I've tried several attempts using File encoding UTF-8 and US-ASCII.

When the file was imported, there is character (i.e. question mark in black background) instead of bullet points  and apostrophe. Both File encoding gave the same results.  

I also used * bullet * from the text formatting notation but the result has * instead of bullet points.

Can someone please advise what I should be using instead? Thanks in advance.
