Are there any downsides of using issue security like performance degradation,etc.

Yes, there are two downsides
Hiding issues from people is extra effort. You are making your server work harder, which means "not as fast". But if you keep your issue security schemes simple, you will never notice the load it imposes. @Sachin said <10 levels and I agree - when you do have a good need for a security scheme, keep it as simple as you can. You really won't notice it if you keep the levels simple.
Hiding issues from people means you are not working together. Don't do that.
Hello @simarpreet singh , no there won't be much performance effect on your Jira for setting up issue security on your project. But, there is a possibility that too many Issue Security Levels can impact JIRA performance, so keep the security levels < 10.
