Can we do that without Atlassian Access.

natively, it's impossible, nevertheless, there is an Azure AD Attributes Sync app which allows you to do so. 

Using this app you will be able to present user attributes in Jira and also make changes in Azure from Jira itself.

Sadly, no, Atlassian Access is a prerequisite for the integration of Azure AD with the Jira.
