What are the text color choices?

I found the web page documenting text effects. It shows how to color text. But it does not list what the color choices are. What are all the text color choices? Can colors be specified in hexadecimal (like in HTML)? Can text background color be set?

Indeed you can customize some colors in Administration >> System >> User Interface >> Look and Feel, and enter HTML colors.
