What can I do to limit users to only view issues they are set as 'Reporter' in?

For a specific group with browsing permissions, I need them to be able to view all issues in the project. However, for the other 2 groups, I need to set some sort of security and limit the users to only view the issues they are set as 'Reporter' on.

This will be a requirement for Issue Level Security. Doc for ref: https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/

You'll need to create a default issue level security group, whereby the users that can view the issue will be only those in the Reporter field, and/or, the group that has full browsing permissions.
