What controls the informational area on the edit issues dialog in Jira?

Jira 5.0

In some cases the following message shows up in the issue edit panels even though the issue was never reopened.

"Reopening an issue indicates that it has not been completed, and should be looked at again."

What conditions caused this informational message to appear? Can I change those conditions?

Is there a way that I can control what messages show up instead?

Can you check in the change history of the issue the resolution was changed from something non null (like fixed) to null. I suspect there is some check for this in your system. Note,that the resolution could also have been cleared by a workflow function.

As Dieter pointed out, any change to the resolution field causes the issue to change its concept of open and closed. It is not based upon state/status changes. It is too bad these two related concepts (resolution value and open/closed issue) are not separate concepts.
