What controls the organization if a customer is able to create their own account?

If customers are allowed to create their own accounts from the Jira Portal, what controls which organization the account is linked to?

Hi @David ,

organization management is demanded to Project Admins. If a customer create his own account through the portal, he will be added as general customer without a specific organization.
