After playing around with a few instances of cloud jira i can see that in some i have a BUILDS workflow which is a System workflow ( cant be modified ). However in other instances it doesnt exist.
What setting / config turns this working on.
The same question applies to the JIRA system workflow.
The workflows are introducing new status values i dont want to use, and have screens created which im trying to tidy up.
I know i cant modify them, but what created them in the first place? and can i disable that thing?

I think it's related to Bamboo(?) - possibly Bitbucket Pipelines.
I do know you can't remove them - System Workflows are read-only, as are their Statuses - see this help page for a more detailed explanation
There's a few workarounds on there also you can utilise, in relation to Statuses.

Yes I had wondered about bamboo and tbh I can’t even see where that is configured . I know we have a gitlab integration but what I’m seeing does look like bamboo related things. Bloody annoying as it’s only just popped up and generated two work flows , two workflow screens and a bunch of status. Just spent a week cleaning the whole system up . Bloody Jira and things you can’t delete. The workflows or inactive but I can’t remove the screen transitions they use to allow me to delete the redundant duplicated screens.

I'd move the Statuses to the top of the list (as newly added Statuses go on the bottom), and the Workflows should be in the "Inactive" tab.
Then write it up in your documentation that related configuration is deprecated and not to be used.
Not ideal in your situation potentially, but I think the most optimum solution.
