What determines JIRA Oracle DB parameters?

Looking in the database parameters, there are various jira.__sga_target ones etc.  What is the purpose of these?  How are the values derived?

Those are things set by your DBAs/System owners.

Jira expects you to set up an empty database for it to use as a datastore.  The settings it needs from the database are some precise permissions, and for it to be set to utf-8.  All the other properties are up to you.
