What do I have to have the plugin installed Service desk in an installation of 500 users JIRA server?

Um, install it?

If you're on Cloud, go to your management account and add it.

If you're on a JIRA 6 Server (or below), install it from "manage add ons", and get a licence for the agent users in your my.Atlassian account.

If you're on a JIRA 7 Server, install it from "manage applications", and get a licence the same way
