What does the webhook callback url look like when calling an azure function passing the issue key?

I'm not quite sure what you are trying to do here - you mention webhooks, but then give us a url that looks like you are trying to ask Jira to do something.

Do you mean you are trying to configure a webhook in Jira to do something, or (which I think is more likely), you are trying to configure a webhook in another application to do something in Jira?  But:

In the first case, start with a look at https://developer.atlassian.com/cloud/jira/platform/webhooks/

In the second, I'd probably start at https://developer.atlassian.com/cloud/jira/platform/rest/v3/intro/
