This was a very useful tool in the On Prem version of Jira so you don't spam a bunch of folks when doing bulk edits.
What type of bulk edit are you trying to do?
I still see the checkbox at the bottom of the Edit bulk edit screen.
I also see it on the Transition Issues: Edit Fields screen.
We think this is a permissions issue with the Cloud version. Are you a Jira Admin?

I tried using the Admin functionality to logon as a non-admin user, and in that case I do not see the checkbox to not send emails in the Bulk Change screens.
