Cloud/Data Center products renewing annually are priced based on a distinct user tier, which allows flexibility within a pre-determined user threshold. For example, a 500-user Confluence Cloud subscription allows you to license any number of users up to 500 total without affecting your overall renewal price"
Take a look at Atlassian's Jira pricing tool where you can enter your number of users and select monthly/annual billing and you can see what the difference might be. This also shows the storage limit for each type of subscription - each Jira plan comes with a set amount of storage. Currently, the only way to increase your storage is to upgrade your plan.
