I want to grant an external user (without a license) the ability to view our JIRA projects dashboard.
If the only way to do it is through a license then we can go that way.
I tried sharing the dashboard by adding a user with view only access and entering their email.
I've also granted them a license and that did not work either.
Please advise.
You can export your dashboard to PDF and share the PDF file with your external party. Even better, you can automatically email the dashboard exported to PDF every day (or by your preferred schedule).

Today, Jira does not have this ability out of the box; you would need your external users to have a license to access this data.
If you have JSM and are open to a marketplace solution, I recommend Mindpro Insights. I work at Mindpro, and I believe the app can help with your use case.
The app allows you to create easy-to-use dashboards, and you have many available gadgets to choose from, including custom gadgets. The gadgets are interactive, so you can filter the entire dashboard when you click on a chart segment.
You can share dashboards internally or with the customers you want:
When the customers access the portal, they will see an option to select the dashboards:
The system will allow the customers to select among dashboards they have permission to view (the app also respects Jira project permissions):

The alternative to giving the user a license is to use a third party app to share the dashboard with unlicensed users.
This post has a reply that mentions such an app. I have never used the app, so have no standing to recommend it.

To grant an external user the ability to view your Jira projects dashboard, you will need to provide them with a Jira license.
After this, the dashboard is shared with the specific user. You can do this by editing the dashboard's sharing settings.

You also have to share with the user and Filters that are being used by the dashboard gadgets, and grant them at least Browse Projects permission to any projects that are referenced by the filters or projects specified in the gadget configurations.

Is it possible to not grant browse projects permissions and only give them view access to the dashboard?

The closest you could get is to subscribe to a Filter that's on the Dashboard, then forward that to the relevant customers.
But that's not nearly the same thing, sadly
