We are using cloud and notice that there are less add ons and possibly functionality than with server. We do have a server in house so what is needed to switch from cloud to server. does it perform better to have it on the server? can we move all of our data from cloud to server easily? Is it hard to switich? would we need to have a jira consultant to make this change?

To switch, you have to download a backup of Cloud Jira and import it into an empty server installation.

You might find there are problems with the data which will have to be repaired (but trust me, it's a lot easier going Cloud to Server than the other way)

But you shouldn't need a consultant to do it.

And yes, the main reasons we see people migrating from Cloud to Server are lack of functionality on Cloud, performance (although this is usually down to the networks, rather than Cloud), high availability and stability (Cloud doesn't really have SLAs or guarantees of up time), data security (Cloud isn't your servers and it's either in the US or Ireland at the moment), and scale - it's only recently been announced that people will be able to have more than 2,000 users.

It's $10 for a 10 user licence on server (then $10 per year maintenance, which gets you support and upgrades)

Buy one of those, export from Cloud and stop paying for Cloud and you're done.

I'm not familiar with cloud, but if the provider will give you JIRA backup you can install the server version and import the backup. That will rebuild your JIRA. You will have to buy the server license if it isn't current. You shouldn't need any extra help. You'll probably have to have JIRA down for a day. You can get the server install done ahead of time and only need to import the backup the day JIRA is down.
