What is the behavior when associating an Issue Type scheme to a project in JIRA DC instance?

We have a custom plugin that creates a project then assigns an issue type scheme to it. It is running fast (<5secs) in a jira server instance. After we deployed it to a DC instance, it is taking time to respond (more than 40 secs). After checking the logs, the project creation time is just the same, only issue, is when the Issue Type Scheme is being set, it is replicating to other nodes. Is the normal behavior for DC?
