I believe based on the filters (i.e configured in JIRA scrum board) the fields will be auto populated on issue create from scrum backlogs.

What is the best way to do Jira board filters, what are the recommended ways to achieve it.

The best way to do it is to set up filters that select the issues you want to work with.

I'm not sure what you are really looking for as an answer to this question.  We don't know how you're working or how you are currently using JIRA, or more importantly, how you would like to use it.  So the best we can do is "use the filters that select the issues you need on the board"
