What is the best way to grant access to an external user for only certain issues on a project? We would want the external users to be able to create issues, as well as work on issues that are assigned to them.
Please advise
There isn't an easy way to do this without an addon (at least that I know of), but you *can* do it with Issue Security - it's just a bit unwieldy.
You'd need at least 2 security groups, one for 'regular' tickets, and one for the 'special' tickets you want your external group to see.
In your example you'd probably include all your regular users in your special group as well (so your full time employees would not have the restriction). The limited subset of tickets you want your external users to see would need to be set to the special security setting.
The setup for issue security is not a quick nor simple thing to do if it's your first time, and there are a lot of complications that can arise from it. It is, however, possible to do. You can use Jira automation to set security level, based on your needs as well.
Just to note, giving access to your external users is still just granting access to your jira instance, so you'd want to test to make sure that the permissions on all your projects work in such a way as to exclude the external users from seeing the other projects and issues. This also means you're using a license for them.

No, you'd have to check out what is available unfortunately. This isn't something I've ever actually had to do for a non-service desk project, so I don't have any suggestions.
