I just want to know what is the best setup when using JIRA to notify the QA Team that my new module or the fix of the bug is ready for testing? Because currently I was told I will need to reassign the story to the QA team member.

What we do is have workflow statuses of 'Ready for Testing' and 'In Testing'.

The QA team then monitors the 'Ready for Testing' status in GreenHopper or via notification emails and can grab tasks that are ready
