What is the difference between scenarios and issue types in advanced road mapping?

I am seeking to build a road map for operational readiness. The teams are in discovery and solutioning currently. While reading through the Advanced roadmaps creation of hierarchy items, it would seem a scenario is the more likely hierarchy over an Epic. 

 In some descriptions, it seems the term 'issue' is substituted for what I would expect to be a scenario.

Scenarios are not issue types in advanced roadmap. The Scenarios are a feature in Advanced Roadmaps helps you to plan for and assess the impact of possible outcomes by mapping out different “what if” versions of your plan.
