What is the relationship between screens, screen schemes and issue type screen schemes?

• How are they related to field configurations?
• How do you determine the maximum number of screens possibly used in a    project (for issue operations and workflow transitions)?

• Who can make changes to screens, screen schemes and issue type screen schemes?

• Screens are an ordered list of fields (to show to a person).  Screen schemes say "use these screens for create, edit and view".  Issue type screen schemes tell a project what screen scheme to use for each issue type
• They are not related to field configurations.  (Except by being used by the same project)
• You have to read the schemes and the workflow to work out what (and how many) screens it uses.  Each screen scheme uses between one and three screens.  The number of screen schemes in use could be as low as one, and as high as the number of issue types.  Then you have to add in every transition screen in use in the workflow, which could be a different one for every transition (except create, as the create screen in the screen scheme handles that)

- Who can make changes to screens, screen schemes and issue type screen schemes? - Administrators - Can JIRA project administrator be able to make the above mention changes or only a JIRA administrator are allowed to make the changes?

Administrators are the only ones who can make changes, but they can delegate some limited rights.  See the section "Extended project administration" in https://confluence.atlassian.com/adminjiraserver/managing-project-permissions-938847145.html
