What is the scope I need to create webhooks on jira software, running in a data center?

I am trying to create an app which uses auth2.0 for authentication I need to understand what are the scopes needed to be provided to the application for creating the webhooks. I mean I know there are READ, WRITE, ADMIN, SYSADMIN which one is more suitable for my use case.
