I have been working with JIRA for about 18 months, am comfortable with ticket, issuetype, field and workflow creation, exporting data to & running reports in Confluence, but I don't know whether I should start the certification process with Project Administration in JIRA Server? I'll be grateful for any advice or recommendations!

Preparing for and passing ACP-600 (Project Administration in Jira Server) provides an excellent foundation for attempting ACP-100 later. You'd get the complete training course along with the exam voucher.
The Jira Administrator Certification (ACP-100) is more difficult, and it will take longer to prepare for, but also it's a higher-level certification, which might be important to you and may be why Alexey recommended it as your starting point. So there are several factors to consider here. Alexey, thank you for recommending our ACP-100 Certification Prep course!
Ann-Marie, I suggest you download the Exam Topics for both exams and compare the coverage. If you have 18 months of experience as a Jira Administrator performing most or all of the admin tasks, ACP-100 is likely to be a good fit.
