What permissions do I need to create a Roadmap?

Go to the Project Settings for the project, then click on Details. 

Then check the Access setting.

I cant find an "Access" setting. I looked up my role and I am a PM/PO.

No I have this

Ah, I see. The first screenshot is for a project called Cloud, which is apparently a Next-gen type project which allows for Roadmaps. Whoever is an administrator on that project needs to check the Access level like in my screenshot above.

Your second screenshot is for a project called Waterfall, which is apparently a Classic type project, which does not allow for the creation of Roadmaps.
