What permissions do external users need to create dashboards and filters?
Community moderators have prevented the ability to post new answers.

What do you mean by "external users"?
You appear to be asking a lot of questions about "external users". What product(s) are you trying to use - Jira Work Management, Jira Software, or Jira Service Management?
What is your level of experience with these products and their administration?
If you experience is low, have you considered taking training courses, such as the free, self-paced training available through Atlassian University?

This exact question is one of the sandbox challenges from the prep course for ACP-120 Cloud Jira Admin
I have been raking my brain trying to come up with a way to let external users create dashboards, as this questions seems to imply. I ended up in this post as I could not find a way. Looking at the answers here, it looks like this may be one of those Atlassian trick question, with the answer being "none, it is not possible"

@Ntamen kamogne harry Michel Please try granting the global permission - Share dashboards and filters to the external users. Please note that they should be a licensed to user to do this.
