Hi! What restrictions in evaluation period and how many  times i can use evaluation license ?

You can extend an evaluation a couple of times.

There are no restrictions on an evaluation, other than it eventually stops working.

And what mean  one-time payment ? If i pay i will have endless license ?

Not quite.  If you buy a server licence, you will get a licence, and support and upgrades for a year.

When it expires, everything will continue to work, but you will not be supported, and you won't be able to upgrade to new versions released after the end of your licence.
