What sizing should we keep if we have to support 50million issues in JIRA ?

I have following situation for JIRA which is performing negligibly good:

 

Total number of issues: 50 million

Open Issues : 15 million

Rate at which issue is raised : 1 issue per second

When making a test some time ago on one single Jira instance on such a huge number of issues I can say that number of tickets is not the problem but all operations on them...

You can have 50 milion issues created and that is fine but if you multiply this by all operations that Y number of users are doing (like searching, opening dashboard, .. etc.) it could make your Jira unresponsive even having a great machine.. so it is really hard to say how much power would you need.. Definitly a lot on few different machines..

Scaling should be smooth enough to keep the level of performance. I think the only way to handle such a huge number of issues is to use DataCenter with multiple nodes and individual issues archiving (which should be available for DataCenter) .. then even you could keep the specific level of issues and performance on accepted level
