I am overseeing a national program in which I have an immediate need to assign and track technical assistance requests. For example, someone in Alaska needs advice and training on maintaining gravel roads. One of our team members has developed a stand-alone training module that will be provided to the customer. I would like a system to record the original request, assign the request to a team member, track the progress, indicate when it is complete, and record any ongoing results. If I use Jira for this, what version do I need? We have 20 team members who could potentially be assigned to a request. We anticipate up to 100 requests a year.

First of all you need to decide if you want the Cloud version or the Server version. Both of them will be fine for you.
Second, there are 3 solutions of Jira. Jira Core, Jira Software and Jira Service Desk. Actually all your requirements can be covered with Jira Core.
Sounds like it's a very minimal requirement when you consider JIRA's use cases. You can go for any JIRA Core version but recommended is the latest one.
Looking at the user count you mentioned, go for a cloud solution which always will have the latest version.
