What version of Velocity Engine is being used with Jira, and are there plans to upgrade it?

According to https://jira.atlassian.com/browse/JRACLOUD-64947, Jira 7.3 shipped with Velocity 1.6.4. As of 2017, it may have been shipping with 1.7.

Q1: What is the actual version of Velocity Engine that is supported (and how does one find this information).

There was a request (since closed as "won't fix") to update to version 2.0. Velocity is now up at version 2.3. I did not find any plans on the Jira roadmap to update it, but it would be nice to be able to take advantage of newer features/bug fixes (e.g. the one listed in JRACLOUD-64947)

Q2: Can we re-instate JRACLOUD-64947 to get a newer version of Velocity? (While there was only one vote for the Cloud version of that issue, there were 12 votes for the original Server version JRASERVER-64947)

Just found https://jira.atlassian.com/browse/JRASERVER-63619, which references a bug in Velocity 1.6.4 that was fixed in Velocity 1.7 (i.e. another reason to want a newer version of Velocity).
