When I invite users to Confluence, they're auto added into Jira as well.

I don't want users I invite to be auto added a Jira license by default. I just want them to have Confluence and I can manually add Jira for the ones that need it. How do I turn off new invited users to be added on Jira as well. Thank you.

• Go to cog > user management
• Products > Jira Software > (ellipsis menu) Manage product access
• Turn off the "New users have access to this product"

We've done this previously, but it didn't seem to resolve the issue. Could there be something else causing this?
