When I try to create users I get the invite user screen

I am trying to create users in JIRA. I have done this multiple times, but now when I go into the 'Create User' screen, it does not allow me to pick a username and password etc.

It only gives me the option to input email addresses. 

How did this change? How to I change it back?

Hi Jason,

This change was introduced in OnDemand recently, but it has created some problems for some of our customers, so a new change was introduced and now you can define the username and full name at the time of user creation, and the ability to control when or if an email gets sent to the "user" you are creating.
