When I upload my CSV file Jira, it loads the last record first

I need the file to be uploaded in the sequence it is in the CSV File. This is causing my test steps to be out of sequence

Can you kindly let us know what you are trying to achieve?  Specifically, are you importing Jira issues using external system import, or test cases using an add-on, or anything else?

Please also provide the exact steps you are following so that we can try to reproduce the reported behavior.
