Hi,
If you are an admin, you can check in Configure fields (top right of your screenshot) > Where is my field why it is not present on this particular screen.
If you want to make that field optional though, you probably need to configure the Field configuration used by that project/issue type (Click Optional in front of the custom field Benefits).
