When creating Kanban Board can the Board admin default to the project admin ?

When creating a new Kanban Board for a project, is there a way to default the Kanban Board Admin to the Project Admin for the selected project for that board?

Not without additional development. Board admin is the person who created the board by default and you will have to override it using a plugin or javascript hack.
