When i am creating issues they are automatic Flagged. how can i change this setting?

and i can't find where to change this settings (i am the admin)

Do you check the information of Atlassian-jira.log in the moment of creation of the issues.

Is a ServiceDesk project or Software Project?

Server or Cloud?
