When i test the Confluence with Jira option, do i have 10 Jira + 10 Confluence Accounts?

Hi,

we want to test Jira and Confluence but the 10 User testing Jira are not the same  10 users testing Confluence.

Is it possible with the best offer for 20$ or do i have to create a test area for Jira and Confluence?

You can get 20 users, 10 different users for each application. So, $20 should be enough. Each application counts the users who can log into that application against its license.
