When on a board, I don't see a Backlog link. Is it the same as the Plan button?

I'm running JIRA 4.6.2

Versions of Agile that work for that version of JIRA don't have the concept of backlogs really.  Planning is as close as you'll get, but it won't be particularly relatable to what you're reading about the more recent boards.
