When sending a request, the user gets an error although the request itself reaches the system, even in a new empty project.

how to fix
Hello.
What type of request do you mean? Are you talking about JSM request, or a HTTP request?
General disclaimer: If looking for help, always include as much information as is possible (excluding specific urls, keys, tokens, names, passwords and so on).
@Michael Wohlgemuth is absolutely right. There are too many points that need to be identified.
Is it a JSM request or a raw HTTP/API request?
If the error mentions unsupported content or a failure to create an issue, it’s really important to check the Jira application logs (at atlassian-jira.log). The logs often provide more detailed error messages or stack traces that can help pinpoint whether it’s due to invalid field data, a plugin conflict, or a workflow validator.
The more details you can provide, the better the community can help.
